tailor resume

Is it a bad idea to mass mail my resume to every major employer in my target area?
I plan to Tailor the cover letter to each employer but i have heard that the mass mailing thing is a bad idea and I cannot figure out why.
You might consider not only tailoring the cover letter to each employer, but making changes to the resume itself to tailor it to the employer, especially by business type. This would give it more appeal. e.g. if you were applying to that particular employer, what would you do to your resume, to make it more appropriate to that particular industry, before you sent it out?
